PROBLEM TO BE SOLVED: To provide a fuel using oil cakes as a raw material having sufficient calorie as a fuel making the whole of the oil cake as a fuel by effectively using remaining ashes and carbons after burning and not remaining residue of the oil cakes, in relation to making the oil cake into resource as fuel. SOLUTION: The fuel using oil cakes as raw materials is produced in the following processes, a process producing a mixture of the oil cake which is a residue of raw material in a producing process of vegetable oil, with water, a process decomposing and removing slaked lime contained in the mixture, a process decomposing and removing phosphorus and sulfur contents contained in the mixture, a process heating the mixture to separate the oil component and filtering the whole and adding a dehydrating and drying agent to the liquid filtrate, a process removing water by a dehydrating device, and then adding a proteolytic agent, combustion promoter, sludge dispersing agent, sludge modifier to the dehydrated mixture and the filtering them all.
