PROBLEM TO BE SOLVED: To prevent a state where control can not be performed from another device, when communication can not be restarted on a newly changed communication path in a state where a control right is acquired. SOLUTION: When switching a communication path, at a time point when a time from temporary stop to restart exceeds a predetermined time, a peripheral device of which a control right is reserved, is released substitutionally.
