PROBLEM TO BE SOLVED: To provide a luminance adjusting apparatus capable of performing photographing without incurring halation in each of cameras when photographing a wide monitor area with non-uniform distribution of illuminance while using a plurality of cameras. SOLUTION: In the luminance adjusting apparatus according to the present invention, based on the distribution of brightness within the monitor area, the area in charge of photographing is allocated so that the difference of brightness in the area 102 in charge of photographing in each camera 101 becomes close to the same value. Therefore, the width of luminance distribution of a video image photographed by each camera 101 becomes a value close to each other and a video image can be photographed by each camera 101 as a video image, close to the actual luminance distribution of an object, which is neither too bright nor too dark as a whole or in which reduction of contrast is decreased.
