PROBLEM TO BE SOLVED: To provide a water-soluble low-molecular-weight (meth)acrylic acid polymer which has a small impurity content, is free from the precipitation of an impurity during preservation at a low temperature, and is excellent in dispersibility, chelating ability, and anti-gelling property, and admits of further improving in performance capabilities and storage stability. SOLUTION: The value S representing a quantity of sulfur introduced in the (meth)acrylic polymer which is defined by the formula, S=(a quantity of sulfur contained in the polymer)/(a total quantity of sulfur)×100, is not less than 35.
