An accumulator (CA) is connected to a power supply line (PL1) and a grounding light (PL2) in parallel to a battery (B). A service plug (SVP) contains a resistor (R2) and is mounted on the accumulator (CA) so as to connect the resistor (R2) to a contact of a relay circuit (RL1). The service plug (SVP) constitutes a separate member from the normal safety plug arranged on the accumulator (CA). When the residual charge in the accumulator (CA) is substantially zero, a work staff mounts the service plug (SVP) to replace the normal safety plug on the accumulator (CA). Accordingly, if the accumulator (CA) is set into an excessive discharge state by a maintenance inspection of the accumulator (CA) or the like, a vehicle system is started with the state that the service plug (SVP) having a current limit device inside is mounted, which prevents occurrence of inrush current.
