The flywheel has two U-shaped beams, two cross beams and pipe supports which are attached by arc welding. A transverse axis is attached to the U-shaped beams, and a retarder such as voith retarder, is provided between the U-shaped beams and the transverse axis. The retarder takes over a braking function, so that the rotations of the retarder are adjusted. A component is connected with the axis that is attached to the flywheel.
