<P>PROBLEM TO BE SOLVED: To obtain an image encoder that does not use a memory having large storage capacity, prevents tile distortions from occurring, and can achieve the rotation processing or inversion processing of an image, and to obtain an image decoder. <P>SOLUTION: An exchange control unit 240 divides a conversion coefficient QD into code blocks AT. A storage 241 has a storage capacity corresponding to the data size of the code block AT. Rotation inversion control information SS includes information related to a rotational angle and an inversion direction and is inputted to the exchange control unit 240. The exchange control unit 240 generates a control signal DT based on the rotation inversion control information SS and the subband information of the conversion coefficient QD. An address generator 242 generates a write address CTW, based on the control signal DT.
