PROBLEM TO BE SOLVED: To provide an image encoding apparatus capable of reducing a load by clip processing in decoding, and also provide an image encoding decoding system, an image encoding method, and an image encoding decoding method.

SOLUTION: The image encoding device applies DCT operation to input image data indicating an input image, quantizes DCT coefficients obtained by the DCT operation, and encodes the quantized DCT coefficients obtained by the quantization. In the device, it includes correction means 3 for correcting input image data such that the DCT coefficients in decoding of the input image data fall within a predetermined range.
