PROBLEM TO BE SOLVED: To set a threshold of an accelerator return-operating speed suitable for all drivers. SOLUTION: This abrupt braking judgment device of a vehicle detects a returning speed of an accelerator pedal, and judges that a driver abruptly brakes when the returning speed exceeds a predetermined threshold. The accelerator pedal continues to be returned till an accelerator operation amount becomes zero. The device comprises a storage means for storing an accelerator pedal return operation starting position in an accelerator normal return operation, in which the brake pedal operation amount is less than a predetermined value, and a maximum accelerator return speed until then for every predetermined opening from the start position for every accelerator normal return operation; a normal accelerator operating learning value calculation means for calculating an average of maximum values of a plurality of accelerator return speeds stored in the storage means into a normal accelerator operation learning value; and a threshold calculation means for calculating the predetermined threshold by adding a predetermined emergency accelerator operation volume to the normal accelerator operation learning value.
