PROBLEM TO BE SOLVED: To provide a metal film forming apparatus capable of forming a pocket part with a metal film being in a sufficiently clamped state, and a PTP sheet manufacturing apparatus having the metal film forming apparatus. SOLUTION: A holding side of a lower die 41 is constituted of a thin plate 61. The thin plate 61 is formed of stainless steel, and flexible, and causes little elongation in the plane direction. A contact surface 61a of the thin plate 61 with the metal film 3 (in other words, the holding side of the lower die 41) forms a coarse surface such as satin by shot-blasting and etching. An elastic member 62 is layered on a lower layer of the thin plate 61. The elastic member 62 is an elastic body constituted of an elastomer, and attached and fixed to a recess 41a of the lower die 41 while a part thereof is housed therein.
