A steel cord (S) is continuously permanently deformed in a spiral shape or a plane-wave shape immediately before the steel cord (S) is wound around a belt-building drum (4), and this is performed while at least either the amplitude W or the pitch P of the permanently deformed portions of the steel cord is stepwise or continuously varied. Next, a permanently deformed steel cord (S') is continuously spirally wound around the rotating belt-building drum (4), in the circumferential direction of the drum, such that the circumferential rigidity of a belt cover layer (16) varies in the lateral direction of the tire.
