A frame switching unit (630) includes: a frame analyzer (700); a frame rewriter (710); a frame transfer device (720); a table search device (730); a forwarding table (740); MAC learning device (750); a control frame distributor (760); a setting controller (790); an STP controller (780) for converting an LT flag from 0 to 1 upon reception of a topology modification message so as to explicitly indicate the entry before switching and leaving the entry in the table; and an OAM controller (770) for transferring the LT frame according to an output port of the entry having the LT flag 1 among entries of the forwarding table (740) upon an LT execution request before failure switching.
