PROBLEM TO BE SOLVED: To provide an appropriate method for sorting wiring elements into a wiring element group capable of solving unhealthiness and imperfection when selecting a path. SOLUTION: All the wiring elements are sorted into a group of wiring elements which comprises only wiring elements that are included in the same wiring facility and have the same connection states on a lower side and upper side (s1 to s4). All the wiring elements are divided into a group of equivalent wiring elements that comprises only wiring elements which share a set of groups of wiring elements connectable with the lower side with respect to wiring elements inside the group of wiring elements and shares a set of groups of wiring elements connectable with the upper side, and the group of wiring elements connected with the original group of wiring elements divided with the lower side or the upper side is similarly divided into the group of equivalent wiring elements (s5 to s8).
