PROBLEM TO BE SOLVED: To effectively perform equalization processing of the number of overwriting times of each physical block in a flash memory which stores fixed data, to which rewrite does not occur such as an operating system. SOLUTION: When starting an information processing part, it is determined whether or not the number of starting times of the operating system stored in the flash memory has reached the arbitrary number of setting times (a step S202) and, when a result that it is determined that it has reached(Y at a step S202) is obtained, the fixed data including the operating system are moved to another physical block (a step S204).
