PROBLEM TO BE SOLVED: To provide a biodegradable matrix homogeneously encapsulating a medicament, releasing the medicament in a required amount for a required period at the topical administration of the medicament, and rapidly degraded after the treatment in a living body. SOLUTION: The biodegradable matrix encapsulating the medicament is obtained by mixing a biodegradable matrix-forming material, an enzyme for crosslinking the biodegradable matrix-forming material, and the medicament, and simultaneously carrying out the crosslinking of the biodegradable matrix-forming material, and the encapsulation of the medicament in the biodegradable matrix.
