PROBLEM TO BE SOLVED: To obtain a cosmetic base that is mixed with a hair cosmetic, provides the hair with gloss, moisture and softness and has improved combing property by heat treatment after application to the hair, has a high heat active effect and yet excellent storage stability and comprises a silylated peptide and to provide a method for producing the same. SOLUTION: The cosmetic base is obtained by reacting a silane coupling agent represented by general formula (I) with a peptide in an aqueous solution in the presence of a 1-3C lower monohydric alcohol. The concentration of the 1-3C lower monohydric alcohol is preferably 2-20 mass% of the peptide aqueous solution for the reaction and the number-average molecular weight of the peptide is preferably 200-3,000.
