PROBLEM TO BE SOLVED: To provide a soil improving method which is carried out by penetrating/pulling up a mixing and agitating device mounted on a base machine into/from soft ground via the ground surface to mix soft soil and hardening slurry with each other and agitate the resultant mixture, to thereby achieve soil improvement, wherein the method ensures the verticality of the mixing and agitating device and improved accuracy of a work location, and facilitates maintenance of the device. SOLUTION: According to the soil improving method, the soft ground is hardened by a soil improving machine which is formed of construction equipment such as a backhoe as the base machine, and the vertically rotatable mixing and agitating device mounted on a distal end of the same. Specifically a mixing and agitating blade of the soil improving machine is penetrated into/pulled up from the soft ground via the ground surface to mix the soft soil and the hardener with each other and agitate the same, to thereby harden the soft ground. Herein before the improvement, the ground surface in an improvement target area is preliminarily excavated to form a dug groove, and the vertically rotatable mixing and agitating device is built in the dug groove.
