A location and direction guide system for blind persons and a method thereof are provided to enable visually disabled persons to wander conveniently and safely by grasping the location of a blind person's stick, to which an RFID(Radio Frequency Identification) tag is attached, through an RFID reader, installed at a public area, such as subway, and a department, and providing him information about his location and proceeding direction through a mobile terminal. An RFID reader, installed in a subway, recognizes an RFID tag attached to a blind person's stick and deciphers the information of the RFID tag(201). A blind person information inquiry server obtains the blind person's information corresponding to the deciphered RFID tag information from a blind person information database(202) and delivers the obtained information to a location tracking server and an ARS server(203). The ARS server, based on the delivered information, automatically makes a call to the blind person's mobile terminal and provides a voice menu so that the blind person can select whether to use an equipment in the subway or to take a subway train(204,205). In case the blind person inputs desired subway route information through his mobile terminal in order to take a subway train, the ARS server delivers the inputted information to the location tracking server(206,207). The location tracking server confirms the present location information of the blind person in real time, creates distance information to the blind person's destination in real time, and provides it to the ARS server. Based on the real-time location and distance information provided from the location tracking server, the ARS server provides a voice announcement through the blind person's mobile terminal so that he can safely arrive at his destination(208).
