PROBLEM TO BE SOLVED: To provide an information communication device, an information communication method and a program capable of sufficiently meeting viewers' various viewing requests.

SOLUTION: A viewing history information creation section 12 creates history information of programs which a viewer has viewed. A viewing recommendation program information creation section 13 creates viewing recommendation program information in which programs the viewer always views are picked up based on the history information. A notification section 14 notifies the user that the program the viewer always views is about to start before the viewing recommendation program is broadcast.
