PROBLEM TO BE SOLVED: To decipher an enciphered electronic document and print it even under an environment where an image processing apparatus can not access a policy server.

SOLUTION: An enciphered file is acquired from a client PC200 which can communicate with the policy server 400 controlling a policy of the enciphered file stored, and a data processing system is constructed from a composite machine 100 performing image processing. The composite machine 100 is equipped with a deciphering part 113 performing a deciphering processing for the enciphered file, and judges whether the policy server 400 set in the enciphered file can be accessed when a deciphering processing for the enciphered file is performed by the deciphering part 113. When it is judged that the policy server 400 can not be accessed, an access error is informed to the client PC200.
