PROBLEM TO BE SOLVED: To provide a data collecting device and program for collecting practical data by using the metadata of a WWW site. SOLUTION: A storage part 120 for storing RSS text tables 122 is provided. The RSS text table 122 is created for each URL and stored in such a way that metadata at the time of the final update or the like and the text of a document file shown by each URL are associated with each other. If the time of the final update of the document file is determined to be later than the time of the final update of the RSS text table 122 according to the metadata written in an RSS file, the document file is downloaded and the text part of the document file and the time of the final update of the document file are stored in association in the RSS text table 122.
