PROBLEM TO BE SOLVED: To provide a composite shock absorbing material formed of a composite material and having a shock absorbing effect, and its manufacturing method. SOLUTION: The composite shock absorbing material 100 comprises a core material 110 and a wound material 120. The wound material 120 is wound on the core material 110, and a resin layer 130 is stuck to cover the surface of the core material 110 and wound material 120 to form the composite shock absorbing material 100. The method of forming the composite shock absorbing material 100 comprises a process for preparing the core material 110, a process for winding the wound material 120 on the core material 110, and a process for sticking the resin layer 130 to cover the surface of the core material 110 and wound material 120 to form the composite shock absorbing material 100.
