PROBLEM TO BE SOLVED: To always provide smooth engagement and disengagement of a lock pin with and from a lock hole by preventing a torsion spring from slipping down by surely fixing both ends thereof. SOLUTION: The lock hole 26a is formed in a sleeve 26 held in the support hole 10c of a rear plate 10 forming a housing body 8. The valve timing control device comprises a lock pin 27 which is slidably held by the sliding hole 25 of a vane 20a and the end of which is engageable with and disengageable from the lock hole 26a. A rotational phase between the housing 2 and a camshaft 3 is biased to one side by a ring-shaped torsion spring 7 both ends 7a, 7b of which are locked to the curved locking grooves 48c, 49c formed in a front plate 11 and a support plate 6.
