<P>PROBLEM TO BE SOLVED: To provide a noncontact IC card reader efficiently permits access in radio-communication with a noncontact IC card. <P>SOLUTION: The noncontact IC card reader A has an authenticating means for permitting the access to the noncontact IC card 4, and a reader-writer means for performing at least one operation of readout of the storage content of a memory, and write-in to the memory possessed by the authenticated noncontact IC card 4.
