PROBLEM TO BE SOLVED: To eliminate the rejection of genuine bills and reduce annoyance by decreasing a bill validation level with increasing user credibility and prevent the acceptance of counterfeit bills by increasing a bill validation level with decreasing user credibility, in light of the problem wherein a severe determination for eliminating the acceptance of counterfeit bills results in a high false rejection rate, while the acceptance of all the bills other than counterfeit bills results in a high false acceptance rate. SOLUTION: Information on the number of days past an account opening date, the account balance, the number of direct debit agreements, and the like can be stored for each user's account. The status history of the user's account is obtained to determine the user's credibility accurately and to decide a bill validation level accordingly. Severer validation can be applied to bills input by users of lower credibility, while validation providing fewer rejects can be applied to bills input by users of higher credibility.
