PROBLEM TO BE SOLVED: To provide an apparatus and a method for detecting depressed consciousness to detect the depressed consciousness of an operator even during the operation of an industrial vehicle or industrial machine that vibrates greatly, and an apparatus for preventing drowsy driving. SOLUTION: The apparatus for detecting depressed consciousness has a pressure detecting means 10 provided at the boundary part 4 between the seat face 3 and the back face 2 of a driver's seat 1 for detecting pressure according to the backward bending of the operator due to depressed consciousness, and a determining means (CPU 203) for determining that the operator's consciousness is depressed if a change in the pressure detected by the pressure detecting means 10 is equal to or greater than a predetermined value, and outputting a depressed consciousness signal.
