PROBLEM TO BE SOLVED: To solve such a problem that the steady stabilized system has not been developed conventionally in a fuel consumption cut-down system field because a weak electromagnetic wave, namely an ionizing wave can not positively be fed in the cylinder of an internal combustion engine. SOLUTION: The problem is solved by coating an air-ionizing coating material emitting an ionizing wave on the inner/outer portions of an air filter device in the internal combustion engine, and by activating suction air to accelerate combustion. The air-ionizing coating material for coating the inside of the filter device is produced by mixing the fine powder of tourmaline, sludge-carbonized coal or the like with a solvent prepared by oscillating and stirring tourmaline and water in a vessel. The above coating material is coated as a main agent inside of the filter device. The ionizing coating material for external use is produced by the method similar to above using RB ceramic instead of sludge-carbonized coal. The material for external use neutralizes and blocks the general electromagnetic wave emitted from the electric component of the engine. Thus, fuel consumption can surely be cut down by 20-30%.
