PROBLEM TO BE SOLVED: To prevent the excess condensate not contributing to discharge from accumulating on the surface side of a heat insulating material and from forming such puddle of water as to cover the entire part of the outwardly exposed portion of the discharge electrode from the surface of the heat insulating material, and to thereby stabilize the discharge. SOLUTION: The electrostatic atomizing device is equipped with the discharge electrode 1, a cooling means 2 for cooling the discharge electrode 1 to condensate the moisture in the air and supplying the condensate to the discharge electrode 1, and a high voltage applying means 3 for applying the high voltage to the discharge electrode 1 for the purpose of electrostatic atomization of the condensate generated in the discharge electrode 1. The surrounding of the discharge electrode 1 is provided with the heat insulating material 7 via a small clearance 6 the aperture of which is a projecting direction side of the discharge electrode 1, and a discharge part 4a at the tip of the discharge electrode 1 is exposed.
