PROBLEM TO BE SOLVED: To provide a coating base material that is capable of performing molding processing on a base material and has a high reflectance by forming a coating layer exhibiting the high reflectance, and a method for manufacturing the same. SOLUTION: The coating base material having the coating layer including at least a three-layered multilayered structure of a primer layer, an intermediate coat layer, and a top coat layer on at least a part of a surface of the base material, wherein the primer layer contains rutile-type titanium oxide of 20 to 35 vol.%, the intermediate coat layer contains rutile-type titanium oxide of more than 35 vol.% and less than 70 vol.%, and the top coat layer is formed of a coating material having the high reflectance that is the three-layered multilayered structure or more containing rutile-type titanium oxide of 0 to 35 vol.%, and the method for manufacturing the same.
