A device, a method, and a program for controlling a record is provided to cover a prior file with a new data when all of or a part of a plurality of files are included in an insert section and to remaining remainder of files but the prior files. A device for controlling a record comprises a specification unit(63), and a recording control unit(62). The specification unit specifies an insert section wherein a new data is inserted in the edit result. When some or all of the files are included in the insert section, the recording control unit records the data out of the new data, as first additional data, corresponding to the section other than a section from a start position of the insert unit to the end of a start file being a file including the data of the start position into an unrecorded area being an area of which the files are not recorded and recording data other than the first additional data, out of the new data, into a predetermined area of the recording medium.
