A bio-fuel activator and a method for preparing the same are provided to prevent the bio-fuel activator from being separated into water and oil even when the bio-fuel is stored for a long time, thereby stably storing the bio-fuel activator for a long time. A bio-fuel activator is composed of 45-50 wt% of water or wastewater, 1 wt% of an additive, and 49-54 wt% of vegetable oil or animal oil. The bio-fuel activator is prepared by stirring the water or the wastewater and the additive for 5-20 minutes at high speed, inputting the vegetable oil or the animal oil into the water or the wastewater where the additive is stirred, and again stirring the water or the wastewater where the vegetable oil or the animal oil for 10-30 minutes.
