An emergency disaster alarm system for simultaneously transmitting large capacity disaster messages and its operation method are provided to reduce a communication cost by transmitting a user real time live voice message according to a file format digital data communication method, and broadcast quality user real time live voice message. A central control server stores a disaster message inputted by a user terminal and transmits a broadcast type patch signal. The first wireless communication network, which includes a CDMA communication network, an ORBCOMM communication network, a TRS(Trunked Radio System) communication network or a VHF(Very High Frequency) communication, transmits the broadcast type patch signal transmitted by the central control server. A voice alarm broadcast unit receives the broadcast type patch signal, and if the patch signal includes the disaster message patch signal, the voice alarm broadcast unit transmits a signal for requesting the stored disaster message and broadcasts the broadcast type. The second wireless communication unit, which includes a CDMA-Internet communication network or an Internet communication network, transmits the disaster message request signal to the central control server and transmits the stored disaster message from the central controller server to the voice alarm broadcast unit.
