An artificial granite reflecting block and a method of manufacturing and constructing the same are provided to realize a natural external appearance of a granite block by roughly processing an upper surface of an artificial granite block using an iron piece. An artificial granite reflecting block comprises an upper portion and a lower portion. The upper portion includes an aggregate of 30 to 60 weight %, portland cement, white cement or a combination of portland cement and white cement of 5 to 30 weight %, glass pieces of 10 to 40 weight %, concrete blending agent of 0.01 to 0.1 weight % and water of 1 to 4 weight % in a maximum rodded volume of 1m3. The aggregate includes sand, smashed stones of natural granite, smashed stones of natural marble, smashed stones of rubble and powdered limestone. The lower portion includes an aggregate of 70 to 94 weight %, cement of 5 to 20 weight % and water 1 to 4 weight %.
