An apparatus and a method for encoding a moving picture are provided to change a motion vector generation scheme adjustably which has a chrominance component according to parities of the encoding and decoding fields. A luminance motion vector MVy represents the vertical displacement of one luminance pixel in a field image increasing by a vector component value of 4. A chrominance motion vector MVCy represents the vertical displacement of one chrominance pixel in a field image increasing by a vector component value of 8. The motion vectors having a luminance component and a chrominance component are calculated through an equation, MVCy=MVy-2, when encoding and decoding fields are bottom and top fields, respectively. |
