An apparatus and a method for encoding a moving picture are provided to improve an encoding efficiency by improving a predictive efficiency of a chrominance component. An apparatus for encoding a moving picture includes the first chrominance motion vector generator(233), the second chrominance motion vector generator(234), and the third chrominance motion vector generator(235). The first chrominance motion vector generator(233) is selected when encoding and decoding fields are the same parity. The second chrominance motion vector generator(234) is selected when the encoding field is a top field, and the decoding field is the bottom field. The third chrominance motion vector generator(235) is selected when the encoding field is the bottom field, and the decoding field is the top field. |
