A system for operating image data for road surveillance and life crime prevention using a wireless monitoring camera attached to a street light which is operated in a public radio frequency band, and a method therefor are provided to reduce installation cost of a central server by storing the image data in a local server. A system for operating image data for road surveillance and life crime prevention using a wireless monitoring camera attached to a street light which is operated in a public radio frequency band includes the steps of: inputting an operation data setting command of the wireless monitoring camera to a central server(S111); at the central server, transmitting operation data to a local server through an Internet network(S112); at the local server, transmitting the operation data to the wireless monitoring camera(S113); performing the step S113 when the operation data of the wireless monitoring camera is not received completely(S114); performing the step S112 when the operation data is not transmitted to the local server completely(S115); at the wireless monitoring camera, storing the operation data and transmitting a response signal to the local server(S116); waiting until the local server receives the response signal from the wireless monitoring camera(S117); transmitting the received response signal to the central server(S118); at the central server, waiting until a completion message is received from the local server(S119); and at the central server, transmitting a setting completion message to a manager computer(S120).
