A device for maintaining a non-excavating branch pipe using a hat felt is provided to use a branch pipe maintenance device, a main cylinder, an extrusion cylinder, and an independence car for finding the position of the branch pipe to be maintained precisely, thereby maintaining the branch pipe easily. A device for maintaining a non-excavating branch pipe using a hat felt comprises a hat felt(100), a branch pipe maintenance device(200), and an independent car(300). The hat felt is shaped like a hat wholly and composed of a hollow pipe part and a circular disc part. The branch pipe maintenance device is manufactured of a cylindrical type as a portion of mounting the cylinder of the hat felt to form a packer extension unit, a main cylinder, a felt adhesive unit. The independence car is connected with the branch pipe maintenance device to have a rotary wheel at the lower part and to move the branch pipe maintenance device while being moved by an internal power.
