A device for opening/closing a cover of a dustbin is provided to prevent the dustbin from being broken by allowing the cover to be closed slowly. An opening and closing device for a cover comprises a body(10) including a receptacle(12), a cover(14), which is placed on an upper end of the body and rotates about a shaft(15), a pedal(16) provided at a lower end of the body, a hinge pin(22) connected to the pedal, a pushing member(24) vertically installed in a middle of the hinge, and a locking part(26) formed at the front end of the pushing member. The hinge pin rotates as a wire(20) is pulled when the pedal is pushed. The pushing member rotates together with the hinge pin and pushes a rear part of the cover to open the cover. The locking part is locked with a protrusion(28) installed on the rear part of the cover to allow the cover to be fixed.
