A cosmetic composition containing the extract of Magnoliae Cortex is provided to prevent the formation of SNARE(soluble NSF(N-ethylmaleimide-sensitive factor) attachment protein receptor) complex which is associated with the neurotransmission pathway by functioning at neuromuscular junction, thereby blocking secretion of acetylcholine, inducing paralysis of the terminal motor nerve and inhibiting repetitive contraction and relaxation of skin muscle. A cosmetic composition for improving skin wrinkles contains 0.005-50 wt.% of the extract of Magnoliae Cortex which is prepared by extracting Magnoliae Cortex with a solvent selected from water, C1-C4 lower alcohol and a mixed solvent thereof, inhibits binding of Syntaxin and SNAP-25 and is formulated as skin lotion, skin softener, astringent, lotion, milk lotion, moisture lotion, nutrition lotion, massage cream, nutrition cream, moisture cream, hand cream, essence, nutrition essence, pack, soap, shampoo, cleansing foam, cleansing lotion, cleansing cream, body lotion, body cleanser, emulsion, press powder, loose powder or eye shadow.
