PROBLEM TO BE SOLVED: To relax restrictions in the installation position of a receiver, and to prevent the appearance of a location where the receiver is installed from being lost in a radio transmission system for transmitting transmission signals to the receiver installed in a room in a building. SOLUTION: A transmitter 10 installed in a ceiling space and in a space under the floor performs the frequency conversion of an intermediate frequency signal outputted from a reception unit 2b in a BS/CS antenna 2, and UHF signals received by a UHF antenna 3 to millimeter-wave bands, and radiates the transmission signal after frequency conversion toward the ceiling space or the space under the floor from an antenna 12. A transmission member 60 composed of a material capable of transmitting millimeter-wave band radio waves is embedded to one portion of the ceiling or floor of a room where a receiver 30 is installed. A reflecting plate 50 or a transmission plate 52 installed in each space deflects radiation radio waves from the antenna 12 toward the transmission member 60, and radiates them into a room via the transmission member 60.
