PROBLEM TO BE SOLVED: To maintain high-quality images in long-term electrophotographic development. SOLUTION: An oxidation treatment layer 2 is formed on the surface of a carrier core material 1 having a resistance of≤104Ωcm to increase the resistance to≥106Ωcm, and a resin coating layer is formed on the oxidation treatment layer 2 by way of a coupling agent layer 3. The resin coating layer has a two-layer structure consisting of an inner silicone resin coating layer 4 having a resistance of≥1013Ωcm and an outer resin coating layer 5 having a resistance adjusted to a range of 106-1013Ωcm by dispersing conductive fine particles.
