An ESD protection apparatus for a semiconductor device is provided to protect stably an internal circuit by performing smoothly a discharging process of a static electricity using first and second detection units. An ESD protection apparatus for a semiconductor device includes a transfer unit, a first detection unit, a second detection unit, and a discharge unit. The transfer unit(41) is used for transferring the static electricity of input/output terminals to an external voltage line. The first detection unit(42) is used for detecting a voltage drop corresponding to an AC current of an initial rising duration of the static electricity transferred to the external voltage line at a detection voltage. A second detection unit(43) is used for detecting the static electricity transferred to the external voltage line and checking the voltage drop corresponding to the static electricity as the detection voltage. The discharge unit(44) is used for discharging the static electricity by conducting electrically the external voltage line and a ground voltage line using the detection voltage checked from the first and second detection units.
