An apparatus and a method of verifying reliance of clients are provided to identify clients based on user certification, identification information on clients and state information by storing information required for user certification in a mobile terminal of the user. An apparatus of verifying reliance of clients(340) comprises a mobile terminal(300) and a reliance verification sever(310). The mobile terminal performs verification steps independently from the reliance verification sever. The reliance verification sever uses of verifying reliance of clients. A method of verifying reliance of clients includes the steps of: verifies users independently from the reliance verification sever; verifying reliance based on of verifying reliance of clients; and determining whether providing using environment of a host(325) based on the verification result.
