PROBLEM TO BE SOLVED: To obtain a device for managing battery state, capable of reducing the error generated between the measurement current value measured by the current sensor and the charging current value that has actually contributed to charging of a battery. SOLUTION: As the operation of the vehicle at the running and stopping, the battery processor 15 calculates the residual charge quantity Q<SB>k(n)</SB>at the present time t<SB>k(n)</SB>, based on the residual charge quantity Q<SB>k-1(n)</SB>of the battery 1 obtained in the immediate vicinity by the equation: Q<SB>k(n)</SB>=Q<SB>k-1(n)</SB>+η×I<SB>k(n)</SB>×Δt. The coefficientηof charging efficiency is setη=η<SB>0</SB>(where 0<η<SB>0</SB><1), if the residual charge rate SOC of the battery 1 is set 90% or higher at the initial startup t<SB>0(1)</SB>, and setη=1, if it is 90% or lower.
