PROBLEM TO BE SOLVED: To enable an information distribution center to distribute a congested section travel time to a navigation device and other navigation devices by calculating the congested section travel time before the navigation device travels through the congested section. SOLUTION: A CPU 41 of the navigation device 2 transmits to the information distribution center 3 coordinate data representing the latest one's own vehicle location stored in a RAM 42 in each prescribed fixed time (for example, every about 30 second), passing time data, and a link ID of a road on which the one's own vehicle is located and road classification data and the like together with a navigation identification ID for identifying the navigation device as "one's own vehicle location information" (S11 to S14). Then, the information distribution center 3 calculates and distributes a congested section travel time required for passing through a congested section X1 from "preceding one's own vehicle location information" and "the current one's own vehicle location information" acquired at a fixed time interval (for example, about 30 second interval) (S111 to S114).
