PROBLEM TO BE SOLVED: To improve the reliability of monitoring equipment and to reduce the burden of an observer by surely and quickly detecting abnormality of the installed state of disaster prevention equipment itself. SOLUTION: Four markers M1 to M4 are installed at four corners of a top face part of a first structure 1a in which a power supply and a camera server CSV, the markers M1 to M4 are respectively picked up by a monitoring camera CM installed on a second structure 2a, and the picked-up image data are sent from the camera server CSV to a server device SV of a monitoring center. Then, the server device SV calculates position deviation of the marker images in the sent picked-up image with respect to a reference position, determines whether the calculated position deviation is within an allowable range and determines the existence/absence of the occurrence of a relative structural abnormality of the first and second structures 1a and 2a on the basis of the determination result.
