PROBLEM TO BE SOLVED: To provide a lens holding device where a difference of rotation responsiveness of the optical axis of a lens between a yaw direction and a pitch direction is suppressed while suppressing the increase in a manufacturing cost. SOLUTION: The lens holding device includes: a lens frame having a first surface facing outside while extending in parallel to the optical axis of the lens; a holding frame having a second surface facing outside in a direction different from that of the first surface by 90°, provided to journal the lens frame so that the lens frame may freely rotate around a first rotating axis vertical to the second surface; a fixed frame having an inward-facing third surface facing the first surface and an inward-facing fourth surface facing the second surface, provided to journal the holding frame so that the holding frame may freely rotate around a second rotating axis vertical to the third surface; a first coil and a first magnet separately fixed to the first surface and the third surface so as to rotate the lens frame around the first rotating axis by the interaction of an electromagnetic force; and a second coil and a second magnet separately fixed to the second surface and the fourth surface so as to rotate the holding frame around the second rotating axis by the interaction of the electromagnetic force.
