PROBLEM TO BE SOLVED: To reduce the internal resistance of an electric double layer capacitor. SOLUTION: A vapor deposition layer of titanium nitride or titanium carbide is formed on the surface of a metal collector of smooth aluminum. Over the vapor deposition layer, a paste whose main component is active carbon and binder is applied to form a polarizable electrode layer, acting as an electrode for an electric double layer capacitor. The electrodes for an electric double layer capacitor are made to face each other through a separator to provide a capacitor cell which is impregnated with an electrolyte and housed in a metal case to provide an electric double layer capacitor.
