PROBLEM TO BE SOLVED: To achieve a system which is equivalent to an emergency warning broadcasting system operating by digital broadcasting in the retransmission of digital broadcasting such as ground digital broadcasting using a communication means including an IP network or the like. SOLUTION: This digital broadcasting transmission system is constructed of a retransmission device 100, a reception device 110 and an IP network 120. A detection signal output part 105 of the retransmission device 100 instructs a PMT rewriting part 107 to rewrite the PID of each ES described in a PMT to the PID of the ES of emergency warning broadcasting when judging that emergency warning broadcasting is being performed from the decision of a start flag deciding part 104 and a PMT processing part 106. The PID of all the ES described in the PMT is rewritten to the PID of the ES of the emergency warning broadcasting so that when the operation of the emergency warning broadcasting is started, normal broadcasting during viewing can be automatically switched to emergency broadcasting in the reception device 110.
