PROBLEM TO BE SOLVED: To provide an electrolyte for electrolytic capacitors of long lifetime, low-impedance characteristics, and improved low-temperature characteristics; and to provide an electrolytic capacitor. SOLUTION: The electrolyte for electrolytic capacitors is made of salt with dicyanamide as an anion and 20-80 wt.% sulfolane, and further contains 75 wt.% or smallerγ-butyrolactone. The electrolytic capacitor contains water in the electrolyte for electrolytic capacitors. The electrolytic capacitor has improved lifetime characteristics, low-impedance characteristics, low-temperature characteristics, and stability in capacitance since a decrease in dicyanamide anions in a life test is suppressed regardless of absorption of moisture during a manufacturing process.
